What operating in Venezuela is like
The Venezuela operating environment is characterized by degraded infrastructure, thin and variable local service capacity, unreliable utilities, and long, condition-dependent supply lines.
None of that makes operating impossible. Companies do operate there. What it does mean is that the support burden is much higher than in a mature market, that self-sufficiency has to be designed in rather than assumed, and that conditions vary enough by region and by asset that national generalizations are close to useless for planning. This page sets out the categories that most often determine whether a plan works, and what should be verified locally in each.

Design for self-sufficiency, then verify what you can lean on.
The practical consequence of the table above is that a Venezuela operation should be designed assuming it supplies more of its own support than a comparable operation elsewhere — power, water, communications, spares, and personnel support included.
Verification then works in the other direction: rather than confirming that everything works, the useful question is which local systems and providers are reliable enough to lean on, so the self-supply burden can be reduced where it is safe to do so.
That reframing usually reduces cost. It is also only possible with current, local, verified information.
Regional variation is the most underestimated factor. In our assessment, the most common planning error is treating Venezuela as a single operating environment. Conditions around Maracaibo, in the eastern producing areas, in the Orinoco Belt, and in and around Caracas differ enough that a plan calibrated to one can fail in another.
Assessments should be scoped to the geography the plan actually touches, and re-verified when the geography changes.

- Local contractor and labor capability, verified physically
- Spares, consumables, and fuel supply arrangements
- Waste, sanitation, and life support arrangements
- Conditions specific to the working area and routes
