Venezuela Site Assessment Checklist
What to record when someone finally stands at the location.
A site visit produces value in proportion to how specific the tasking was. Send someone with "have a look at the site" and you get impressions; send them with a structured collection list and you get findings a decision can rest on. This is that list.
The single most common failure in site assessment is not access — it is vagueness. A visit briefed as general reconnaissance returns general impressions, and the team back at head office is left with the same open questions plus some photographs.
The checklist below is organised the way a competent observer actually works through a location. It is written to be usable in the field and to produce a record that survives internal review. Use it as the collection requirement, not as a report template.
Before the visit
- Write down the decision the visit supports, in one sentence
- List the specific questions the decision requires answered
- Establish what access is lawfully available and how it is arranged
- Review available imagery and mapping, so field time is spent on what cannot be established remotely
- Confirm what the observer may and may not do — no trespass, no misrepresentation
- Agree what will be photographed and how images will be indexed to questions

4. Storage, staging and logistics
- Warehouses and covered storage — number, condition, apparent capacity and current use
- Laydown and staging areas — extent, surface, drainage, security
- Lifting equipment present on site, and apparent condition
- Loading and unloading arrangements
- Vehicles and plant present, type and apparent condition
- Security features — lighting, fencing, guarding, observable weaknesses
5. The route in
The corridor is part of the site assessment, not a separate exercise. Record along the whole approach:
- Surface type and condition, by section
- Width, and the narrowest points
- Grades, and the steepest sections
- Bridges and structures — location, apparent condition, any posted or apparent constraint, bypass options
- Overhead clearances
- Turning constraints for the longest planned vehicle
- Observed travel time, and the time of day it was observed
- Checkpoints, controls, or delays encountered
- Condition variation likely with weather
6. Surroundings and support

7. Documentation discipline
What separates a usable site record from a folder of photographs:
- Every photograph indexed to the question it answers
- Date and time recorded for each observation
- Geolocation where lawful and appropriate
- Observations written as observations — what was seen, not what it means
- Inference clearly labelled as inference
- Reported information attributed to who reported it
- An explicit list of what could not be established, and why
A site assessment documents observable condition. Structural integrity, pressure-system fitness, metallurgical condition, and environmental characterisation are engineering determinations and require appropriately qualified engineers. A field observer records what is visible and flags what needs a specialist — they do not substitute for one.
Using the output
The value of a structured site record is that it can be handed to several different readers at once. A project engineer reads sections 2 and 3, a logistics lead reads 4 and 5, an HSE lead reads 6, and a decision-maker reads the summary and the list of what could not be established. That last list is usually the most important page in the document, and it is the one most often left out.
What remains uncertain
A site record is a dated snapshot taken under whatever access was available. Two limits should always be stated: what the observer could not reach, and how long the findings can reasonably be relied on. Condition-sensitive items — road surface, equipment preservation, occupancy — age faster than structural ones.
