Venezuela Oilfield Logistics: What Companies Should Assess
A field programme is a logistics programme with drilling attached.
In a thin-support market, logistics is not a service function supporting the programme — it largely is the programme. The controlling constraints are the gateway that can actually handle your cargo, the corridor's worst section, the last hundred metres of site access, and fuel. Assess those four before the schedule is committed.
Oilfield logistics in a mature market is a solved problem with known suppliers, known lead times, and redundancy at every link. In Venezuela it is none of those things. The consequence is that logistics assumptions carry more of the schedule and cost risk than they would elsewhere, and they are usually the assumptions with the least evidence behind them.
The four controlling constraints
1. Gateway capability against your actual cargo
Port and airport capability is usually assessed in general terms — throughput, berths, runway length. That is the wrong resolution. The question is whether a specific gateway can receive, handle, and release your cargo classes: the heaviest lift, the longest item, the widest load, the reefer requirement, the hazardous consignment.
What to establish: observable activity, handling equipment actually present and operable, access and egress conditions, apparent congestion, and the onward corridor from the gate. A port with adequate quay and no working crane is not a viable gateway for your package.
2. The corridor's worst section
A corridor is only as capable as its most constrained point. The controlling item is almost always one of: a bridge with unknown capacity, a narrow section through a settlement, a grade that a loaded low-boy cannot take, or an overhead clearance.
What to establish: surface and condition by section, width and the narrowest point, grades and the steepest section, every structure with apparent condition and constraint, overhead clearances, turning constraints for the longest vehicle, and observed travel time with the time of day recorded.
3. Last-mile access
More mobilizations are stopped in the final hundred metres than anywhere else on the route: a gate too narrow, no turning space, hardstanding that will not take the load, an approach that floods.
What to establish: gate width and condition, approach surface and grade, turning circle for the largest planned vehicle, hardstanding extent and apparent load capability, drainage, and whether an alternative entrance exists.
4. Fuel
Fuel underwrites generation, transport, and equipment simultaneously. Where availability is inconsistent, a fuel failure is a total stop rather than a partial one.
What to establish: local availability and supply points, whether on-site storage must be established and at what capacity, delivery reliability, and whether the operation should hold buffer stock.

Build the move list first
Logistics assessment is only as good as the move list it is assessed against. Before anyone drives a corridor, establish:
- Every item that has to move, with weight, dimensions, and quantity
- Which items are the controlling loads — heaviest, longest, widest, tallest
- Required arrival sequence and the dates the site actually needs each item
- Which items are single-source or long-lead
- Which items, if delayed, stop work rather than slow it
- Personnel movement requirements alongside cargo
Assessing a corridor without knowing the controlling load produces a report that says the road is "generally adequate" — which is not a planning input.
The most frequently under-assessed item is contingency routing. Programmes routinely verify a primary corridor and treat the alternate as a line in a plan. Where a single closure can halt a field programme, the alternate deserves the same treatment as the primary: driven, timed, and documented, with the delay penalty stated.
Where engineering has to take over
Field observation can document that a bridge exists, its apparent condition, its posted or apparent constraints, and whether a bypass exists. It cannot determine load rating. Where a movement depends on a structure whose capacity is unknown, that becomes an engineering question, and it should be raised as one before the move is scheduled rather than after the trailer is on the road.
What remains uncertain
Road condition is weather-dependent and maintenance-dependent, and both vary. A corridor assessment carries a useful life measured in months, not years, and less across a rainy season. For a critical move, re-verification shortly before execution is usually justified by the cost of the alternative.
