1. Power availability

Grid supply and continuity vary substantially by area. Plans frequently assume grid power because the site was historically grid-fed. The relevant questions are whether supply is present now, how often it is interrupted, and what scale of self-generation — plus the fuel logistics and maintenance behind it — the operation would actually need.

2. Corridor condition

A mapped road is not a verified road. Surface, width, grade, drainage, and bridge condition determine what vehicle class can use a corridor, and condition changes with weather and maintenance. The heaviest planned item is the constraint that matters, and it is usually assessed last.

3. Local service capacity

Contractor, workshop, and equipment capacity has thinned substantially. A capability statement describes intent; a yard visit describes capacity. The two diverge more often here than in mature markets.

4. Skilled labor availability

Significant emigration of technical personnel means the specific skills a program needs may not be locally available at the required scale, even where general labor is. Plans that assume local technical staffing should test that assumption by discipline, not in aggregate.

5. Supply chain lead times

Import dependence is high for specialized items and lead times are long. The cost that hurts is not the item — it is the downtime while it is in transit. Spares strategy should be designed against observed lead time, not catalogue lead time.

6. Accommodation suitability

Suitable corporate accommodation is limited outside major centers. Booking is not inspection. Personnel plans routinely assume accommodation that nobody has seen.

7. Medical and evacuation reality

The nearest facility is frequently not the usable one. A defensible plan requires knowing which facilities have the observable capability the situation would need, the actual travel time by the roads that exist, how a casualty would be moved, and how the incident would be reported when networks are unreliable.

8. Counterparty capability

The organization presented as a full-service contractor may be a broker. Ownership as represented may differ from ownership as recorded. Equipment listed may not be present or owned. These are all verifiable — physically, in a day, for a fraction of the cost of discovering them later.

What a disciplined entry process looks like

  1. Write the assumptions down. Extract every operating assumption the plan depends on, including the undocumented ones. Most teams find more than they expected.
  2. Rank by consequence. Identify which assumptions would materially change the decision if wrong. Those get verified first.
  3. Verify what is verifiable. Sites, corridors, utilities, and counterparties can be checked on the ground before the number is committed.

Both argue for verification close to the decision rather than early and filed.
