What to Assess Before Sending an Executive Team to Venezuela

A four-day visit concentrates a year of exposure into a very small window.

Executive visits fail on schedule, not on drama. The itinerary is built on mapped travel times, the accommodation was booked from a listing, the meeting is with the wrong person, and there is no medical fallback. All four are fixable by having someone drive the itinerary before the party arrives.

An executive site visit is one of the highest-value activities a company can run in Venezuela. It is also one of the most concentrated risk events: senior people, an unfamiliar environment, a compressed schedule, and a strong institutional reluctance to change the plan once it is in the diary.

The preparation is not complicated. It is just usually not done.

1. Is the itinerary physically possible?

The most common failure is a schedule built on mapped distances. Three site visits and two meetings in a day is a plan drawn in a calendar, not on a road.

  • Has each leg been driven and timed, at the time of day it will be driven?
  • What is the realistic worst case for each leg, not the best case?
  • How much slack exists between commitments?
  • What happens to the rest of the day if one leg runs 90 minutes late?
  • Is anything scheduled that requires travel after dark?
  • Which commitment is the one that must not be missed, and is it first?

In our assessment, the highest-value preparation for an executive visit is a full rehearsal drive of the itinerary a few days beforehand. It surfaces timing, access, accommodation, and communications problems simultaneously, and every one of them is cheaper to fix before the principals land.

2. Has anyone seen the accommodation?

A booking confirms a reservation. It does not confirm that the property has power continuity, water, working air conditioning, secure parking, a usable working space, or an appropriate location.

  • Property inspected in person, with photographs
  • Power and water arrangements, including on-site generation
  • Access, parking, and arrival arrangements
  • Observable security arrangements
  • Connectivity adequate for the party to work
  • An identified alternative if it falls through

3. Who is driving, and in what?

Ground transport is where the party spends most of its exposed time. Arranging it on arrival, or leaving it to a counterparty, hands over a significant amount of control.

  • Drivers arranged in advance and known to a party accountable to you
  • Vehicles appropriate to the routes and conditions
  • Identification protocol so the party knows who they are getting into a vehicle with
  • Routes agreed, with alternates
  • A check-in schedule and who receives it
  • What happens if a vehicle fails

4. Are the meetings with the right people?

An executive visit is expensive in senior time. The commercial failure mode is a well-run trip that meets people without authority.

  • Who exactly is attending each meeting, and what is their actual role?
  • Has the counterparty organisation been validated, at least at a basic level?
  • Is the venue appropriate and its location known?
  • Is interpretation arranged, and is the interpreter independent of the counterparty?
  • What is the objective of each meeting, and what would make it a wasted trip?

5. What happens if someone is hurt?

This is the question that turns an itinerary into a plan. It requires specific answers per location, not a policy statement.

  • Which medical facility is realistically usable from each location on the itinerary?
  • What is the actual travel time to it, by the roads available?
  • How would a casualty be moved, by whom, and how quickly could that be arranged?
  • How is the incident reported where cellular coverage fails?
  • Who at home receives it, and what can they actually do?
  • Does the assistance provider know the itinerary and its limitations?

6. Who decides to change the plan?

Senior parties are the hardest to redirect, because the schedule has institutional weight and nobody junior wants to be the one to say stop. Decide in advance.

  • Who holds the authority to cancel a leg, change a route, or end the visit early?
  • What specific conditions trigger that?
  • How is the decision communicated if normal channels are degraded?
  • Where does the party go, and who meets them?

Conditions change between preparation and travel. The items with the shortest shelf life are road condition, accommodation status, and the availability of a specific medical facility. For a visit of any significance, re-checking the critical legs within a few days of arrival is proportionate.
